The observed Party shall have the right to prohibit an observation flight that is not in compliance with the provisions of this Treaty. For a group of States Parties formed after signature of this Treaty, the provisions of this Section shall apply no earlier than six months after giving notice to all other States Parties, and subject to the provisions of paragraph 6 of this Section.
